Anti-ICE Protestors in Minnesota Get $3.3 Million in Funding from Soros Group

The Daily Caller has uncovered that the Minnesota-based organization Headwaters Foundation for Justice has received $3.3 million in funding from George Soros' Open Society Foundations. The Headwaters Foundation, in turn, has funnelled the funds to 16 progressive activist groups organizing anti-ICE protests.

The 16 progressive activist groups involved in organizing anti-ICE protests in Minnesota in the United States have received funding from George Soros’ Open Society Foundations network, the Washington DC-based news site Daily Caller has uncovered.

A review by the site of tax filings showed $3.3 million in cash and non-cash assistance provided by Open Society to the Headwaters Foundation for Justice in Minneapolis, Minnesota, since 2014. The foundation, in turn, has funnelled funds to local activist groups on the ground.

The Daily Caller lists 10 of these groups by name (although their lead claims there are 16 of them): Mizna, Unidos MN, the Council on American-Islamic Relations (CAIR) Minnesota, Communities Organizing Latine Power and Action (COPAL), Centro de Trabajadores Unidos en la Lucha (CTUL), Jewish Community Action, Voices for Racial Justice, Minnesota Freedom Fund, as well as the LGBTQ groups OutFront Minnesota and Gender Justice.

So-called ‘ICE Out’ protests have been ongoing in the state of Minnesota since December 2025. During these events, protestors deliberately try to hinder the work of federal immigration enforcement agents, at times leading to violent clashes between them and law enforcement. In January 2025, protestors Rene Good and Alex Pretti were killed during such incidents.

Was the Minnesota ICE Shooting Justified Self-Defence?

The Headwaters Foundation has recently announced an additional $120,000 secured in grants on their Instagram page, the Daily Caller also reports. When they reached out to the group for comments on funding coming from the Open Society Foundations, however, they did not get a response.

The Open Society Foundations network was established in April 1993 by George Soros. He has used a big chunk of the billions he made in stock and foreign exchange trading to fund the project. In 2017 alone, he gave his organization $18 billion; while the organization’s website claims his lifetime contribution to the activist groups is $32 billion. George Soros' son, Alex Soros, took over the organization in June 2023.

Since the 2010s, Open Society has been funding operations that facilitate migration into Europe and North America. It has been the major organized effort in the European illegal migration crisis of 2015.

In response to the Daily Caller's story breaking, X account @WallStreetApes has shared a clip of an interview with Mayor Bill Wells of El Cajon, California. In it, the Mayor claims that he has knowledge that anti-ICE protestors are paid $80,000–$120,000 a year to stage the demonstrations, and their funding—as the story by the Daily Caller has corroborated—is coming from George Soros.
