Bill S9316 was passed by the New York State Senate in 38 votes in favour, 23 against, one absent and one excused on Tuesday, 2 June. The bill, as per the description on the NY Senate’s official website, ‘replaces the terms father, mother, and filiation to gender neutral language’.
Under the new law, the word ‘mother’ will be replaced by the term ‘gestating parent’, while the word ‘father’ will be changed to ‘non-gestating parent’ in official texts used in family courts and in education law across the Empire State.
The seats in the State Senate are currently held by 41 Democrats and 22 Republicans. This means that opposition to the bill had at least a minimal level of cross-party support.
Evidently, however, it was the local Republican lawmakers and politicians that spoke up most enthusiastically against the woke bill.
‘Democrats led by [New York Governor] Kathy Hochul have continued their declaration of war on New York families by cancelling the loving terms of Mom and Dad and replacing them with “gestating and non-gestating parent”. The insanity ends when I’m Governor,’ Republican candidate for Governor of New York Bruce Blakeman said in a public statement, as quoted by the New York Post.
State Senator Patricia Canzoneri-Fitzpatrick, one of the Republicans who voted against the bill, stated: ‘I am a mother and proud to be called mother,’ in her comments about the passing of the new piece of controversial legislation.
Governor Hochul seemingly distanced herself from the bill. At an event in Brooklyn, New York City, New York, she told the audience that she is ‘not familiar’ with its content, and she will ‘take a look at it’. The Governor will have to make the determination whether or not to sign the bill into law within 10 days of its passing, excluding Sundays, during a time when the State Legislature is in session under New York law.
As the Post pointed out, Governor Hochul has repeatedly described herself as ‘New York’s first mom governor’ in the past in an appeal to voters.
Other new, legally mandated terminology in New York State includes ‘parentage’ for ‘praternity’, and ‘an alleged parent’ for ‘putative father’, which used to be the legal way to describe an absentee father.
