Hungary’s Parliament will convene for a two-day extraordinary session on Monday, beginning with a pre-agenda address by Prime Minister Péter Magyar.
According to the parliamentary agenda, the sitting will open at 13:00 with statements before the agenda is adopted. Following speeches by parliamentary group leaders and approval of the agenda, lawmakers may elect a new member of the Constitutional Court to replace Csaba Hende, whose mandate has ended.
The new Constitutional Court judge will be elected by secret ballot and will require the support of a two-thirds majority of MPs for a nine-year term.
The session will also include one hour of interpellations to government ministers, followed by immediate questions and answers and a further 30-minute question period.
Lawmakers are expected to resume debate on amendments aimed at improving the competitiveness and efficiency of public transport, including legislation establishing a national public transport organizer and a national rolling stock management company. The final vote on the package was postponed last week after the European Commission proposed technical amendments, according to Prime Minister Péter Magyar.
Parliament will also consider committee reports and consolidated amendment proposals on five additional bills.
One amendment would revise legislation governing the management of weather-related and other natural risks affecting agricultural production by introducing advance payments within Hungary’s agricultural compensation scheme.
Another proposal would establish the National Office for Asset Recovery and Protection. The government says the new body would strengthen efforts to investigate the unlawful management of public assets, recover misappropriated state property and initiate the necessary administrative and judicial proceedings.

Two bills are linked to Hungary’s Recovery and Resilience Plan. One would support the implementation of energy-related commitments, including measures designed to facilitate wind power investments and increase the share of renewable electricity generation.
The second package introduces tax changes required for the implementation of the recovery plan and government programmes. It would abolish tax benefits for public-interest asset management foundations, remove tax incentives for heritage conservation projects, eliminate the special immigration tax, and repeal both the municipal tax and the dog ownership levy.
Lawmakers will also debate a proposal to repeal provisions governing cryptocurrency conversion validation services. The government argues that the current framework is incompatible with European Union law because it restricts competition and therefore conflicts with the principles of the EU internal market.
